GENERAL ACCOUNTABILITY:
With 37 years of operations, Skills for Change is a highly respected non-profit charity with a province wide reputation for pioneering programs that respond to shifting immigration and workplace trends and lead to employment. We offer a range of accelerated programs including mentoring, employment, settlement, language training together with specialized programs for trades, women, and youth. We have 5 locations across the GTA, over 70 full-time and part-time staff and serve 14,000 clients annually.
PROGRAM NATURE AND SCOPE:
The Supervisor will oversee the research, data collection, analysis, and dissemination of labour market information, as well as design and develop new employment training programs. The Supervisor will use statistical methods and analytical techniques to interpret and present information on labour market to support programs, plans and development initiatives. This includes managing, leading, reviewing and evaluating a wide variety of labour market development programs, activities, initiatives, and related services, measuring impact of programs
and services and assessing development of emerging trends amongst immigrant populations to aid informed decision-making.
The ideal candidate is:
- Knowledgeable of Regional, Territorial, National and Global labour market initiatives
- Able to use considerable knowledge of Ontario labour market and labour market trends including existing federal and provincial employment and training programs
- Well competent of the Ontario government’s policy and procedure mechanisms and related labour market and employment legislation
- Familiar with Provincial and Federal labour market-related contribution agreements
- Well versed with the Employment Standards Act
- Familiar with the Federal Government departments (Employment and Social Development Canada (ESDC), Immigration, Refugees and Citizenship Canada, Ministry of Labour and Skills Development that provide contribution agreements
- Able to utilize statistical method to analyze complex data and communicate complex information clearly, succinctly and logically
- Able to utilize comprehensive knowledge of career development practices, strategies and ethics
- Able to utilize comprehensive knowledge of adult education theory and practice
- Knowledgeable of program planning, development and evaluation
- Knowledgeable and understanding of financial management and reporting
- Experienced in program design and policy development
- Proficient in writing position papers, decision papers, program funding proposals, submissions evaluation documents and presentations
- Proven negotiation skills and ability to communicate in cross-cultural environments
- Able to manage multiple projects and multi-tasking
- Able to research, analyze, synthesize and organize complex information
- Solid in research background with understanding of data analysis, and summarization in layperson term
- Understanding and has experience in nonprofit partnership development and program marketing
- Understanding and has experience in employment and/or training programs delivery such as Employment Ontario, Academic Bridging and Training Programs
1.Plans and manages the development and implementation of, employment, career training and employer partnership strategies, policies, programs and resources in support of Employment Ontario program delivery
- Provides expert advice on labour market analysis to inform current program design and new program design
- Develops strategic plans and initiatives to improve the design and implementation of employment and training program components
- Oversees the development and maintenance of program polices, guidelines and procedures to increase the effectiveness of current training and employment programs.
- Oversees the development of tools and resources for career development, employment and training for employment program participation
- Designs and monitors training strategies to improve the skill levels of frontline staff delivering career development and employment programs
- Implements changes to policies and procedures to improve overall efficiencies
2.Participates in identifying, engaging and supporting partnerships.
- Participates in committees dealing with program design, career and employment development
- Coordinates/liaises with community, industry sector or professional associations, organizations and representatives to research and provide information about local careers, industries in demand, employment, training, immigration and labour market trends, information, and resources
- Works to create a data warehouse, bringing together various labour market data for program design, employment services training solutions for participants
3.Oversees the identification and monitoring of Canada wide and Ontario labour market developments to determine economic trends, future of work and learning trends
- Manage existing relationships and develop new partnerships that inform our employment training programs and strategic planning and lead to talent pipelines for our clients
- Contributes to the development and growth of new and existing programs and service delivery models based on labour market research and employer needs in collaboration with SfC program directors, managers, staff and community and business partners
- Prepares white papers, and standard labour market information reports that highlight national, regional and sector-based employment statistics and trends
- Attends and participates in internal and external meetings that lead to the development of new initiatives, helping coordinate activities across the SfC’s programs, expanding SfC’s network of partners and business supporters, and promotes the Agency in the community
- Cultivates successful relationships with local employers in support of employment and training needs
- Analyzes labour market information from a variety of sources to make recommendations about employment and training programs in support of SfCs strategic plan and program outcomes
- Prepares regular reports on regional and sector-based labour market statistics and trends. Identifying sector-specific career pathways
- Assists in the preparation of new funding requests and other strategic planning initiatives representing the employment services team with various stakeholders
- Supervises team of marketing, labour market and employer partnership staff in a Unionized environment
4. Oversees the identification and monitoring of program marketing, specifically digital marketing, to determine trends to support employment programs
- Establishes and maintains Agency brand standards across all channels
- Collaborate with internal and external constituents to obtain knowledge of the clients’ requirements
- Plans and executes all web, SEO/SEM, database marketing, email, social media, and display advertising campaigns
- Manages team to design and build our social media presence
- Measures and reports performance of all digital marketing campaigns and assesses against goals (ROI and KPIs)
- Identifies trends and insights, and optimizes spend and performance based on the insights
- Develop and execute program marketing and employer engagement campaigns to drive increased program usage and customer engagement
- Work closely with the Director and Manager to develop new employer and program marketing strategies to drive retention and customer growth
- Collaborate with internal teams to ensure the employer and program marketing objectives are aligned with the department goals
REQUIREMENTS AND QUALIFICATIONS:
- Bachelor’s degree in Business Administration, Public Administration, Data Analytics, Research or a related field is mandatory
- A minimum of two years’ experience in the development and management of labour market programs and initiatives
- At least 2 years’ experience in a direct supervisory role required
- A clear vulnerable sector check is required
