GENERAL ACCOUNTABILITY:

With 38 years of operations, Skills for Change is a highly respected non-profit charity with a province wide reputation for pioneering programs that respond to shifting immigration and workplace trends and lead to employment. We offer a range of accelerated programs including mentoring, employment, settlement, language training together with specialized programs for skilled trades, women, and youth. We have 5 locations across the GTA and serve 16,000 clients annually. We believe we are in the best position to provide thought leadership through evidence-based programming, impact stories and proactive policy advocacy using knowledge mobilization products.

PROGRAM NATURE AND SCOPE:

The Supervisor, Employment Services will oversee the day-to-day execution of program and service delivery components of the Employment Ontario portfolio. The role includes supporting EO transformation, change management, proposal writing, auditing service delivery, assisting with program transformation and design, assessing community needs and implementing strategies to address them. 

The Ideal Candidate has:

  • Expertise in partnership building and developing relationships with stakeholders
  • Extensive experience working cooperatively with various government and community agencies providing training and employment services. 
  • Knowledge/understanding of and sensitivity to issues of concern to immigrants, refugees, people with disabilities and  those with special needs. 
  • Understanding and knowledge of labour market analysis and trends in Employment in Canada and in particular Ontario
  • Demonstrated ability to work in a fast-paced and diverse team environment. 
  • Strong leadership, team building, people management skills to coach and develop employees 
  • Excellent facilitation and employment counselling skills with experience as a retention strategist
  • Ability to quickly develop an understanding of current and emerging socioeconomic themes and to translate these into opportunities to design new project work.
  • Experience of overseeing communications and PR activities and project related events.
  • Excellent communicator with an ability to deal effectively with staff and partners
  • Experience leading in a Unionized environment and enhancing team cohesion.

KEY RESPONSIBILITIES:

  • Ensure that the Employment Ontario program meets the service standards.
  • Establish processes and protocols to ensure smooth flow of service delivery to clients and employers. 
  • Monitor and track program outcomes and targets to ensure they are being met in a timely manner.
  • Adhere to and follow all program reporting mechanisms as laid out in the contractual agreement. 
  • Work with other programs to ensure consistency in service delivery and sharing of resources across the EO sites resulting in  smooth delivery of the SfC EO program. 
  • Collaborate and work closely with other SfC programs to establish processes and protocols for sharing resources, referrals, internal service coordination and to build agency capacity. 
  • Program design of innovative programs with increased employment outcomes and employment retention
  • Coach staff in employment counselling and retention strategies and best practices
  • Continually work at building and maintaining a strong team environment both on site and across the EO sites and ensure smooth communication amongst all the team members. 
  • Share on a regular basis with the program team, professional development and training opportunities, Ministry EO updates and releases. 
  • Ensure that staff remains motivated and engage in ongoing learning and skills enhancement to better serve the needs of clients. 
  • Ensure that staff relations and work conditions promote a barrier-free, non-discriminatory environment which is consistent with the agency’s anti-racism, anti-discrimination/harassment policies. 
  • Develop and implement policies and procedures governing the operation of the site. 
  • Work collaboratively with the leaders to ensure that HR policies and procedures are consistent and effective across locations. 
  •  Provide backup leadership support as required across EO locations, travel may be required.
  • Supervise the development, delivery and enhancement of Employment Ontario services.
  •  Keep updated on EO Transformation policy changes, employment trends, regulations and program development as it relates to service delivery and participants seeking to enter the workforce. 
  • Work with staff to create effective processes to ensure coordinated and integrated service delivery to clients across all the agency’s programs and services, particularly across locations. 
  • Identify and develop pertinent services and resources based on client and market needs and work at continually enhancing service delivery and increasing business intelligence. 
  • Coach staff on employability assessments to determine job seekers’ skill levels, career interests and goals to provide appropriate employment opportunities and develop a positive and clear career path for job seekers.
  • Utilise emerging tools for client assessments to ensure adequate client interventions and support.
  • Evaluate the effectiveness of service delivery in consultation with EO leadership team to present solutions to enhance services on an ongoing basis. 
  • Ensure information and referral resources align with current needs.
  • Prepare QSARs, Business Plans and other reports as required by the  funder. 
  • Write monthly narrative reports and prepare agency statistical reports for program
  • Collect, analyze, track and monitor monthly, quarterly and annual statistical reports and statistics on an ongoing basis to ensure program targets are being met on a timely basis. 
  • Take timely and corrective action when necessary if program targets are falling behind. 
  • Any other duties assigned by the Acting Manager, Programs and Services

QUALIFICATIONS & REQUIREMENTS:

  • Post secondary degree in related field is mandatory. 
  • Minimum 3 years supervisory experience in a similar capacity within an employment related program (Graduate degree may be substituted for one or more years of experience) required
  • Minimum 1 year experience in an immigrant, newcomer, refugee serving employment environment mandatory
  • A clear, mandatory vulnerable sector check 
  • Position requires travel; car is an asset
